ICCACK functions as a non-governmental international court (INGO tribunal) registered in The Netherlands, with its headquarters at Schenkkade 50, The Hague and registered in the USA. It:

  • Exercises universal jurisdiction over child abduction and enforced disappearance cases;

  • May establish ICCACK Embassies in any country party to its founding treaties;

  • Issues rulings enforceable under Hague and UN conventions;

  • Regularly exposes public officials and judges who violate child protection laws.

 

3. Enforcement Without Permission
